Congressional GOP Back President's Call to Overhaul Affordable Care Act

US senators are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.

Deepening Consequences of Federal Closure

The effect on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's meeting got started, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers shared alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans turned down an proposal to restart the government and continue the subsidies for a year.

Another senior Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the subsidies.

"Doing nothing is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Some analysts indicated that the essence of such a proposal would remove the ACA's mandate that carriers cover individuals with existing health issues.

After his resort visit, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
